Citizens Encouraged to Volunteer for Grand Jury

As citizens of Modoc County, we have a unique opportunity to play an active role in ensuring justice and accountability in our community. The Grand Jury is an essential component of our local legal system, and is seeking volunteers who are passionate about upholding the principles of fairness and transparency. Sadly, numbers of applicants for the Grand Jury have steadily declined every year since COVID began. It is critical that more people express interest in serving in future years and support our local government. This year, 500 letters were sent out in search of more members for the Grand Jury and only 50 responses of those came back. There are many questions as to why the number of applicants has gone down, and a big part of that is due to confusion on what the Grand Jury does. 

The Grand Jury is an investigative body of citizens from our county who are tasked with examining the operations of various government agencies and officials. Unlike a trial jury, which decides the guilt or innocence of a defendant, the Grand Jury conducts investigations, reviews evidence, and makes recommendations to improve government efficiency and effectiveness. The Grand Jury serves as a watchdog, ensuring that public funds are used appropriately and that officials are performing their duties ethically. Scott Swaysey, who served his first year on the Grand Jury, shares that he thinks everyone should do it, “It’s a challenge and a whole new experience on how the government works.” Each Grand Jury member determines the type, titles, and functions of grand jury committees that are formed. Rather than mandatory, committees are formed to better manage and organize the workload. Some typical committees normally formed by the Modoc Grand Jury are Audit and Finance, City and County Government, Criminal Justice, and Public Safety, Education, Healthcare, Planning and environment, social services and social districts. 

There are so many benefits and perspectives to gain from serving on the Grand Jury, and it is a meaningful way to fulfill your civic responsibilities. It offers a chance to contribute to the betterment of our community and to ensure that our government is working for the people. Modoc County District Attorney Nina Salarno advocated her thoughts about getting citizens to join the Grand Jury by saying, “this is an opportunity to preserve the integrity of the community.”

As far as commitment and time you will give to being a member of the Grand Jury it really is whatever you want to make of it and the current caseload. With an average workload a juror will spend 4-5 hours a month during the year tending to Grand Jury members. At least 2 hours out of the month will be for the Grand Jury meetings that are conducted. Past Grand Jurors agree that this opportunity is whatever you make of it and if you want to be more involved then there are many opportunities to do so and leap into this role.

If you have ever felt the need to make a change within our county, your participation can lead to significant changes in how local institutions operate. Grand Jury recommendations can result in improved policies, practices, and services that benefit all residents of Modoc County. One of the most common takeaways from serving on the Grand Jury is it is providing a unique educational experience. You will gain insights into the workings of our local government, develop analytical skills and learn how to collaborate with others to reach informed decisions.

The current Grand Jury has taken significant steps to enhance the experience for its members, incorporating feedback from previous Grand Jury participants.

Listening to input from past members, the Grand Jury has made several key improvements. One of the most notable changes is the relocation to a more discreet meeting area, ensuring greater privacy and confidentiality for discussions.

In addition to finding a better meeting space, necessary fixes and enhancements have been implemented to create a more comfortable and efficient environment for the Grand Jury’s operations.

A highlight of the Grand Jury experience, as noted by former members, is the top-tier training they receive. This training provides participants with encouragement and excitement, equipping them with the skills and confidence needed for their roles. Maintaining this positive momentum post-training is a priority for future Grand Jurors.

In order to be a prospective Grand Jury member you must be a U.S. citizen, at least 18 years old, a resident of Modoc County for at least one year, possess sound judgment, impartiality, and a commitment to the required time. The process to become a Grand Jury member is fairly straightforward and any interested citizens can apply through the Modoc County Superior Court. Applications are reviewed, and selected candidates will undergo an orientation and training to prepare them for their duties.
