“Our proudest achievement is that we’ve done it with a small crew of local people from Modoc County,” says President Amanda Hoy.
At the crossroads of tenacity, tradition, and technical expertise stands White Bear Construction, Inc., a Modoc County powerhouse with a mission as solid as the concrete they pour. Headquartered in Alturas, CA, this SBA 8(a) Certified, Native American (Federally Recognized), Woman-Owned business has grown from humble local roots into a trusted name in infrastructure across California—while proudly keeping its workforce almost entirely local.
Award-Winning and Community-Rooted
Recently voted Best Construction Company in the Nor Cal Frontier Favorites, White Bear has earned its reputation not only through the quality of its work, but through decades of authentic connection to the region. Their mission is deeply local, but their execution rivals any firm across the state.
“We’ve completed a lot of really cool projects throughout California,” says President Amanda Hoy. “But our proudest achievement is that we’ve done it with a small crew of local people from Modoc County.”

Concrete That Passes the Test—Literally
One of White Bear’s proudest accomplishments is supplying all of the concrete for the new Modoc Medical Center and skilled nursing facility in Alturas. The project demanded full compliance with the Department of Health Care Access and Information (HCAI)—and no other supplier in the region could meet the requirements.
“It’s an accomplishment not easily earned,” says President of White Bear Construction, Amanda Hoy. “But it proves that our processes and materials are top-tier.”
Strategic Expansion: DL Goodwin Concrete Plant (Alturas)
In 2024, White Bear expanded its operations by acquiring the DL Goodwin Concrete Plant in Alturas. This milestone honors nearly 30 years of collaboration and trust between the two companies.
“We are proud to have been entrusted with the Alturas side of their operation,” says Amanda Hoy. “The Goodwin family still owns and operates the Surprise Valley plant, and we continue to work closely with them.”
This acquisition strengthens White Bear’s ability to deliver high-quality concrete across Modoc County—further reinforcing their reputation as the most reliable supplier for mission-critical infrastructure.
Professionalism from the Ground Up
White Bear Construction doesn’t just build infrastructure—they build professionals. The company is deeply committed to providing its employees with the tools, training, and real-world experience necessary to succeed at every level.
